I seem to have tons of slaves and demotions, could someone help me figure out what's going on?

What are the civic rights for other cultures?

The proportion of slaves seems about right, only POPs with civic rights citizen or noble will promote, other cultures cannot.

Integrating other cultures will also help with their happiness, that ultimately is producing the unrest that reduces the province loyalty. Alternatively, you can give some cultural decisions to improve their happiness without integrating them.

The governor is not loyal, try to bribe him, give him free hands and get it out. Replace it with a high stats governor with 0 corruption and if possible of the same culture than the majority of POPs of that region.

To check what is producing the lost of loyalty in the province, hoover your mouse over the loyalty bar and post the picture.

In addition to what @IsaacCAT wrote about "getting the governor on your side", you might also finetune his efforts to make the province more loyal by switching the policy he runs to either"Harsh Treatment" (more effective, but it will also increase speed of further pop demotions) or "Local Authonomy" (less effective, but that one works by simply increasing pop happiness in exchance for output).

Be alert to the provinces in your empire that have either the lowest loyalty and the fastest falling loyalty.
I've used harsh treatment on provinces with a loyalty at 80 and keep that policy until loyalty is back at 100.
I've built forts, Temples and theaters in provinces with the fastest falling loyalties.
Giving rights like inheritance rights to pops in your provinces with the lowest loyalty can help.
Integrating the 3 biggest pops helps keep large areas of your empire loyal but not all.
the city investment Install Provincial Procurator lets you build +1 levels of forts and increases province loyalty by +0.01.
Many of these are long term strategy's which is why you need to be aware of which provinces have loyalties at 80% and falling before they reach 20 and are a problem.
