High Crown Authority means sort of : The crown has high control of everything that happens within the realm. They have authority to continue keep it within the realm. In other words it works exactly as designed.

If the father of a King and husband of last Queen is not a part of the Kingdom, than any random person that is living in the kingdom IS more legitimate.
