Despite attempts to manipulate demand through taxes, unfortunately nothing worked. Crime in the city is high, there are fewer and fewer residents, and the demand for services is growing. Nothing sticks to reality...
 
There's something else going on here.

Check your unemployment. Often, it's unemployed people turning to crime that's causing big issues. If unemployment is fine, and you have welfare offices, look around your parks for homeless people. Homeless people will cause crime to go up and housing demand to go down.

Homelessness is currently being investigated, I believe, as it's causing a number of issues in the game.
 
The team is looking into all the issues that have been reported. It sounds like you are suffering from the office bug. We're trying to get it fixed as fast as we can

No I think these are two seperate issues. I managed to fix the office bug with a mod, but crime and the homeless people didnt decrease, crime only increased. The only way to fix the amount of criminals and homeless people in my city was to demolish all Parks, so the homeless people had nowhere to go, so they were forced to leave the city. See the according bug report for more information from all those people that are spending their time and effort to investigate this issue.
 
I think this one is the homeless issue. Remove your parks and attractions and connect some sort of path to map edge and / or make free transit line to map edge. Homeless will leave and your city will start healing.

For some reason homeless people don't leave normally but keep holding on jobs etc. Which then prevents new people from moving in.
 
You can't start them because you can't even get close... Access to free bus lines didn't work, and the parks were also removed (moved from the park to the street).

Tested after patch repair. This game is starting to irritate me... You lay the foundations for a nice city and then all of a sudden it's all crap :(

Many homeless people have no destination... they are standing all the time...
It's great that they are rich and have a property, but when we redirect ourselves to it, it is not there...
