I'm in a slug-fest War of Attrition with P/L (playing as Russia, of course) and I've noticed that some (not all) of the armies raised have been wearing the lowest-tech uniforms even though P/L and I have almost 'maxed' our land tech levels. I'm guessing that I'm about at the point where I'm drafting old men and boys. The recruiting tents have even been 'dimmed' in some provinces making it difficult to raise enough bodies to fill Poland's fortress's moats. Poland appears to have the same problem with the uniforms, too.

Is this a computer graphics glitch or am I really 'scraping the bottom of the barrel' for recruits?
 
It seems to happen when you raise an infantry-only army.
 
It can happen with any newly raised army, including infantry, cavalry, cannon mixes. If it really bothers you for your own troops, just split your army and recombine it, which solves the problem. Normally I just leave it, either it'll fix when I load the savegame after a break, or if you haven't been to that section of the main view for a couple of months it normally fixes itself.
 
Both Sean9898 and I have seen it where you have the low-tech uniforms forever. Your tech is fine, though, it is just not pleasing to the eyes.

I found that these "low-tech uniform wearing armies have BAD stats (assault, firepower and seige). Are we certain there is no relationship?

Oddly enough this would be a cool feature ... more armies=lesser quality meat ... I mean soliders
