Description
As the Provisional Russian government in the 2nd Russian Civil War, capitulating the Soviet union results in a CTD consistently. Non-historical AI has been used, resulting in Japan in the Axis, causing Germany and Italy to invade the Soviet Union as well.

Steps to Reproduce
1. Use Non-Historical AI
2. Follow the Russian Focus tree up to the Revolution
3. Complete the focus that results in the Provisional Russian Government becoming a Japanese Puppet
4. Have Japan join the axis, and the axis join the Soviet civil war
5. Capitulate the Soviet Union
