Description
Playing as the USA. Loaded a save from last night before the new patch. West Virginia appears as an uncolored spot on the map of the USA. Hovering the mouse over West Virginia or clicking on it causes the game to immediately crash.

Steps to Reproduce
Load save made prior to the launch of the new patch/No Step Back, playing as the USA.

Find West Virginia on the map, which is uncolored.

Hover or click on West Virginia. Game then crashes.

Thanks for your report. Unfortunately the save file might be corrupted due to the update. Have you by any chance checked if the same bug appears when doing the same on a clean save?
