This scenario couldn't happen in vanilla without console commands. It was discovered when I was coding a mod in which I allowed a country to be able to produce a certain type of equipment for a limited amount of time by setting the can_be_produced attribute in the equipment menu to true temporarily.
When the can_be_produced attribute is set to false after that period of time, the production queue is automatically removed, but the production menu still display that all these factories are still being used and so is all the consumed resources. If you set up a new production queue at that time, these factories will still function, but the resource value won't reset until the game is reloaded. Below I'll provide a method to trigger this issue in vanilla.
Steps to Reproduce
1. Start a new game and play as Bulgaria
2. Remove the national spirit army restrictions and research the tank
3. Put all three factories to produce the tank
4. After a few days, re-add the national spirit army restrictions
5. Let the game run a few more hours, and the production queue will be removed
6. See error (the factory still says 3/3 being used, and you're still lacking steel)
