Some Railway's Icons not appearing (V1.11.3.b175/33b6)

Some railways that are close or 1 tile long seem to at time just... not have their Icons appear, meaning that you cannot upgrade those railways ever resulting in you having to make alternate Routes just so that your rail supply limit isn't caped at lvl 2
I encountered this bug when I decided to play an Italy Game and before an invasion of France I improved all the rails leading to the French Border to lvl 3 but to my surprise I was still bottlenecked at lvl 2.
This struck again when I did a decentralized Yugo Game(which of itself I was never invaded for no real reason at all which I believe as a bug, which to clarify I reunited by the time WW2 kicked off) where it stuck once again when I was wanting to improve the supply at the far end of the border with Italy and Germany, but once again I was bottlenecked by a railroad that I couldn't improve
In the screenshots attached I have started up a game to recreate this and using IC and improving some railways.
-In the Italy Game the railway although hard to see and visualize is the one going from Rome to the province with a Port and Air Base and its at level 2 and you cannot ever actually see its level, this is shown in the fact that in theory I improved the railways heading to Florence to lvl 3, but yet still I am bottle-necked at lvl 2
-As Yugoslavia I have a few more Screenshots, but this time it isn't directly from the Capital, this time its from the Rail Junction to Novi Sad and this time you can see it.... but only when your cursor is over Hungary and that small amount of rail is as you guessed it, Level 2
Now I doubt these are the only two instances, but these are the two instances I have come across and I hope this report can help you figure out the issue and best of luck!
Steps to Reproduce
As Italy, Upgrade the West Latium Railroad and the Railroad to Latium-Florence to level 3, but the supply is locked to level 2 as the tiny railroad starts and stays at level 2
As Yugoslavia Upgrade the Vojodina-Belgrade Railway and check at Novi Sad, or additionally upgrade the Novi Sad-Zagreb Railway all to level 3 and that one junction that you can never improve will check you and bottleneck you at level 2
