Description
Have created task force templates. Some are applied and some aren't.
Steps to Reproduce
Create a series of task forces, some similar but smaller versions of others. Have some ships in reserve that partially fulfills task for needs. Ships don't get moved. Also, after manually moving, if there is an excess, they aren't moved back to reserves.
