No matter what I do in the HOI Editor, it crashes. I can't create new wars, or change old ones, or even open some existing files. Everytime I do it crashes and closes out.

Check out Castellon's post about 2/3 down this page. It has a temporary fix that might help you. Unfortunately the Editor isn't particularly stable on many people's hardware configurations. It will be fixed, but there are other issues taking up much of Paradox's time at the moment. You could also manually edit the files in Notepad or Wordpad.
Or edit the other two scenarios, as it is only the 1936 one that causes problems IIRC.
