Sounds like you have something running in the background.

If you are sure you have nothing running, try the following.

Rename your AVi folder to AVI_back, update your video drivers, adjust the refresh rate, if that does not work try the acceleration setting for your video card.
 
Hit ctrl-alt-del once, when HOI is running. Copy and paste all the process/Programs that are running, into a post here.
 
Can you guys give me the make and model of your Video cards please, also the driver version you are using for it. Thanks.

Do you have a little Icon that controls your card, down at the bottom of the screen beside the Time and Date?
If so rightclick it and shut it down. Then see if the flicker occurs.
 
Can you give me a listing of all processes/Programs running after you boot up and close those programs, and just before you run HOI. Also you have renamed your AVI folder to AVI_back right?

Anything that slows down performace, could cause that problem.
 
It is most likely not related to installing the 1.05 patch. Rather some minor change you made like a new driver setting.

That is the real reason why reformatting works in so many of these cases, since everything with the operating system is put back at default.

Are you sure you tried all of the following:

Rename your AVI folder to AVI_back, update your video drivers, adjust the refresh rate, if that does not work try the acceleration setting for your video card.

Can you give me a listing of all processes/Programs running after you boot up and close those programs, and just before you run HOI.

I see you still have this running! It has been known to cause problems.
 
Shut down everything else you mentioned as well. Most of them have been known to cause exactly this kind of problem.
 
I don't know any game that does not recommend shutting down all other aplications before running that game!

And that is what I am suggesting, if you want me to help solve your problem.

If that works then if you wish, you can slowly restore them one at a time and see were the problem lies. It may be one or more individually, or some of them together that cause the problem.

However all those TSRs slow down your performace in all aspects of your computing and are really not nec.
 
We use all feedback to improve the game!
However the fault may not lie with the game.

Lot's of games I have played DO reccomend shuting down ALL TSRs when playing, Lots even require it.
