HOI settings and Music not working

My HOI settings program hangs when I try to initialize it from the start menu. In addition, I no longer have any music. Everything else works fine. When I try to run the settings program it goes through a cycle and I return to desktop. When I open task manager EU2 Settings is shown but there is no evidence of it to interface with on the screen. I know that the settings program is running because the compter slows down. Can anyone make some suggections to help.

My sytem specs are:

HOI v1.02
Windows 98 SE
HP pavilion 8562 PIII 550
128M Ram
10G free space
Video: NVidia Vanta/Vanta LT AGP 8M dvr ver 4.13.01.4109
Sound: Riptide Direct sound driver dvr ver 4.05.00.2126
Directx 8.1 4.08.01.0881
I have read stickies and not seen any issues like this before.

Which publisher did your version? Eg. Strategy First.
You could try and manual edit the settings using word pad, in an attempt to get around the problem.

Thanks for the help. however today I spoke with Microsoft and the problem was biegger than I thought. In the end I had to reinstall Windows 98 to recover damaged DLLs. The problem is now fixed.
