Hoi2 DD problem

hey guys, i've had a problem;
I used to have ARMA but after i stupidly restored my system, it said the HOI was "missing latest milestone, thus i uninstalled it, then reinstalled HOI DD but now the screen flickers, making hard to play,
if there is a fix please enlighted me.

Turn off any file sharing programs, Instant messanging programs that might be stealing focus from the game.
 
Check your video card drivers....
