HOI3 : Developing Resources

I think that a major flaw in HOI so far is the inability to develop territory. We can add defences and industry, along with infrastructure, but the resources a province starts with in '36 is what is still there in '53. I think that each province should have starting values along with potential limits for the resources it contains. If the current resource categories are retained - Oil, Metal, Energy, Rare Materials with a similar contribution to IC, there ought to be a way to invest in one's provinces so that new mines and refineries can contribute more to the war effort. The current allocation of resources to provinces is fine and does a fair job of reflecting reality, but there should be scope for a player to invest IC so that more natural resources can be produced in the future, just as we do currently with the construction of new factories. I am not advocating the construction of oil wells in London or anything like that, but where certain reserves exist, a player ought to be able to invest and exploit them. For example the Soviets should be able to raise the production of Oil in the Baku fields by improving the refinery network. The Australians should be able to exploit the massive iron ore deposits of Western Australia. Most provinces would have an oil production starting point of 0 and maximum of 0. No matter what they won't be able to sink wells in Berlin. Many provinces will have the same situation for rares, energy and metal. But in many places where resources are produced, further investment over the years has increased production. Some provinces therefore should have a starting value for energy of 6, but a maximum of 15, that can be reached by building new mine infrastructure. Some provinces have a starting value for rares of 0, but may have reserves of rare materials that can be exploited. If this is the case, I suggest the building of the first resource point in a province should be twice as much as building an additional resource point. These resource points could be achieved by producing oil, metal, energy and rare material capacity points just as IC is built currently. It would provide a new dimension to forward planning and better represent the real world without damaging things that currently work in the game. I also believe that it would reduce the potential of the boring years, when everything that can be done to build a nation's war capacity has been done.

Maybe it's just that with a HOI3 forum in existance, it doesn't really make sense to post HOI3 suggestions on the HOI2 board?
