Holding Cell problem.

Custom sector didnt work for Holding Cell, it said: "There is no free cells for this prisoner".

Prisoners get permanently handcuffed if get caused while misbehave (if not injured) in Holding Cell zone in a Holding Cell only prison and Policy set to none punishment.

My guess: because prisoner already in Holding Cell zone and no other cell available, so no job is created, end up they get permanently handcuffed. If they are injured, escort to medical bed job is created.

That's been a known bug. It also occurs with solitary cells as well... basically the fix is don't use custom security area with holding cells or solitary. The single security does work fine though.

It only fix 1st problem, didnt fix 2nd problem.

Select the prisoner and manually assign them a cell that they are allowed in by right clicking, it'll assign a guard to escort them when available.

I have a temporary fix by build some solitary and make 30 minutes punishment.

30 minutes? Dang, you are lenient. I provide my prisoners with a good quality of life, but when they screw up my minimum is 6 hours but most of them are longer than 24hrs. I only allow cell lockdown (we call that tight house in the US) for destruction. and that is 12hrs. I have inmates spend 100's of hours in solitary sometimes and 5 days in game is equivalent to a year so... yeah, lol.
