I hope the HRE will work more like a EU3 hre than a super power that can annex everyone
perhaps like CK1 papacy?Maybe slightly different like an elective dynasty type setup because differently then the Eu3 time period Holy Roman Emperors seemed to come in dynasties rather than election.
Pretty much a modified version of the Elective Law Policy of CK1?The title of "King of germany" and "holy roman emperor" was always elective.
Of course, powerful houses (House of franconia or later the Hoenstaufen ) started an almost-hereditary lines of emperors, as Hapsburg did.
But definitely , the title was never hereditary.
Just because the difference and correlation between the title of King of Germany and HRE as _very_ complicated, I suggest to have this approach.
- Assimilate king of germany and HRE as a single title
- Put "king of germany" title as elective among the duke inside its territory
- have a miminum of prestige/relations/glory/whatsoever to claim the title. In a certain moment could be no HREmperor if nobosy has enough strength/relations to claim the title.
Only some defined provinces (as for the EU3 system) could be inside HRE, not the domain of "duke of swabia" which could own lands and title elsewere.
There should be a "royal power" modifier which rises and falls over time. In the case of elective monarchies a low value could simulate their tendency to be hereditary unless the country is in an internal crisis.
