Yea the only complaint I had with CK1 was the super powerful annexations fo the HRE at the start, then the collapse when all his vassels got angry with him.
 
The title of "King of germany" and "holy roman emperor" was always elective.
Of course, powerful houses (House of franconia or later the Hoenstaufen ) started an almost-hereditary lines of emperors, as Hapsburg did.
But definitely , the title was never hereditary.

Just because the difference and correlation between the title of King of Germany and HRE as _very_ complicated, I suggest to have this approach.

- Assimilate king of germany and HRE as a single title
- Put "king of germany" title as elective among the duke inside its territory
- have a miminum of prestige/relations/glory/whatsoever to claim the title. In a certain moment could be no HREmperor if nobosy has enough strength/relations to claim the title.

Only some defined provinces (as for the EU3 system) could be inside HRE, not the domain of "duke of swabia" which could own lands and title elsewere.

Pretty much a modified version of the Elective Law Policy of CK1?
 
I'd like to see different types of organized state based on four models: HRE (very weak crown, almost more of a prestigious elective honor than a realm), France (weak crown feudal), England (strong crown feudal), and Byzantium (Empire).
 
There should be a "royal power" modifier which rises and falls over time. In the case of elective monarchies a low value could simulate their tendency to be hereditary unless the country is in an internal crisis.
 
Hopefully Paradox won't do the whole "King of Germany" title again but I think they will have something great planned for the Holy Roman Empire. I seem to recall the original producers of CK had something planned but didn't have enough time to implement it.
I'd be happy if it just gave your ruler some bonuses and a call to war every now and again. Lots of events too of course!
 
Frankly, I think I'd be satisfied if it was just called the Holy Roman Empire and used elective law.

Some sort of system that allows for kings to allow their vassals a range of power would also be nice - you could have a very decentralized HRE where the vassals are all-but-independent compared to the other, more centralized kingdoms where the vassal-liege relationship is less nominal.
