Is this an issue if you are playing without any mods?
Please try adding "--disableModding" as a launch option (https://pdxint.at/LaunchOptionsCS). This removes access to PDX Mods entirely, and if the game and a new save works with this enabled then the issue lies in the mods you have installed, and if you're unable to disable your mods in-game you can always do so on the web version.

It would also be very helpful if you could attach a save file where you are experiencing this issue to this thread. That way the devs will be able to investigate this further.
