Homeless Transport Blockade

I was playing as US of Central America. I settled a war with Columbia, I took all of Columbia's remaining coastal provinces.

After peace was made I noticed that Columbia had a Clipper Transport stranded out in the ocean. What was odd was that the ship prevented any of my prducts on Haiti from making it home.

I found it odd on a few instances.

1) it was only a single clipper transport

2) I was no longer at war with Columbia.

Do you have a save game?

I do have a save game. However, I went and loaded up the saved game and the blockade was no longer stopping my production. So I don't know if either reloading the game fixed the problem or if I was staying up too late on a work night.

I have a saved game right before I went to war with Columbia, so I will replay my war and finish with the same scenario and see if it reoccurs. If it does I shall report back in a day or two (got finals next week, so time may be short)
