in my current play (DW 5.2) as Oirat Horde, I am in normal "horde against everyone" war with them and noticed Ming have lost Mandate of Heaven. So as my troops move in, I wanted to send a spy in their capital to infiltrate administration. Then I noticed that I have option of Fabricating claims on Ming with high success chance, like over 70%.
I wasn't expecting that Horde can interact with non-Horde in this way. Is this a bug or something specific for Ming and Celestial Empire, so Mongols can subordinate China and form new dynasty (like Yuan and Qinq)?
Or hordes are allowed to fabricate claims on anyone like normal non-Horde country? How does PU works for hordes anyway? Can they inherit other Horde nation and gain cores in that way?
