Horde goverment type no longer elligble to be hre emperor

Description​

As of 1.36.0 and 1.36.1, the horde goverment type is no longer allowed to be the HRE emperor.
All previous version of the game did allow european-christian horde's to be elligble as emperor.
The patch notes for 1.36. 0 mention no changes regarding this subject (as far as i can find)

Steps to reproduce​

1. start game as the great horde
2. check the hre election screen
3. hover over elector, giving reasons not to elect
4. Great horde has wrong goverment type
5. optional. create custom nation christian-horde in wien, same result, "custom nation" has wrong goverment type
