Hospitals (Bug?)

Hospitals not working: When I build a hospital it never works. I even destroyed all my clinics around it and I still can never get my hospital to function. It won't dispatch ambulances to my sick and my hospital always has 0 patients. But when I destroy it and add a clinic, the clinic dispatch's ambulances right away to my sick.

I have noticed this same behavior in my latest city. I have a hospital in my downtown higher density area, and my nearest clinic is miles away in a suburban lower density area. The hospital never sends an ambulance and never has any patients. The clinic ends up taking care of everything. I have resorted to placing a clinic next to my hospital as a workaround....I still want the look of the big hospital in the higher density area, but I need the clinic as well to actually take care of the sick.

I'm on the PS4 by the way.

Same thing. But my hospitals do also work.

It just seems they pefer the clinics
