Hostages and Night Watch

I've got a couple of questions, one of which seems like a general in-game question, I guess:

1. Is it possible to ransom hostages, who are not your courtiers or who are your fellow lords?
2. Is it possible to release a character from the oath given to the Night Watch? If yes, who can do it?
