There is a ability, when Administrative government negotiating administrative government, to offer House Appointment Preference - when newly adopted house gets +250 to being elected.
Is it possible to establish such a priviledge for exsting house, through either interaction or event? I'm trying to keep some places as a powerbase for specific houses.
 
I don't think so. They have to ask, I think. It only lasts for 100 years anyway, it's not 'permanent' like, say, feudal contract for Protected Title Revocation. The House basically gets a temporary buff with really long duration and once it's up, they have to ask again.
