I enjoy creating small towns in Cities: Skylines 2, but I find that there aren’t enough service buildings in the game for this purpose. Can I make my own buildings with the mod editor? Is there a wiki or any other resource on this topic?

The asset editor is, afaik, not out yet. So @Emre12123 no you can't do that at this time. It's been delayed a long time, but is still planned to happen at some point (CO won't say when until they are sure they won't have to delay it again).
Once it is out you'll be able to download others' creations as well. CS1 has a LOT of buildings in the steam workshop. CS2 will also have a LOT of buildings.
