As a neutral, I've been watching WWII by using the "nofog" cheat and was shocked the see the US AI have nearly 30 divisions, mainly armoured, mechanised and motorised units sitting around doing nothing next to Tripoli and the rest of Italian North Africa. Italy only had two infantry divisions in defence. Why doesn't the AI attack? What possibilities are there? Where are the files that handle how the AI fights in combat and how can I edit them?

Also, when Germany invaded the Soviet Union, it did no big encirclements but was able to advance on a broad front, I think this is because of the "glitch" where full strength units just disappear in battle. I hope the devs are fixing this, but I'd like to know if I can edit how Germany fights against the Soviets? As I'd like to see German units on the defence during the winter of 1941 (and following winters), but all I see is the Wehrmacht advancing regardless of the weather and terrain. Is this because the winter conditions are not harsh enough? Or because there seem to be no logistical problems no matter where a German unit goes? Or because the Red Army isn't big enough? Or because the AI Soviets don't perform the historical scorched earth policy? I think all of these might be partly true and thus effect the outcome of Germany managing to constantly attack and I'm hoping I can edit any of this and asking how? :)
