i want to form the north german confederation as prussia and apperently you can't if your culture is northern german but i had no idea on how to change my culture in the game so how do i change it?

You can't.
Northern german is (primary) culture , so you are fine.
You can't change cultures, as they are bound to your nation title.
What matters here are the culture cores in the provinces and your nations primary culture and as Prussia that is north german.

Prussia needs to own or have all North German provinces (other than Lux, which is optional) in its Sphere of Influence to form the NGF. You can do that by influencing Saxony, Hanover, and Holstein, while preventing other countries from pulling any of the other North German countries out of your sphere, no wars necessary.
