How do I edit colors?

I want to try changing the colors in the political mapmode to, say, the colors in HoI4, but I don't know how to edit the colors. How do I do so?

You open the colorscales.csv file and start editing the RGB values of the different colors until you get what you desire.

Each color has four different subcolors and an "index" column. I don't know what these mean.
