You must be connected to the 'net to run this and get your IP number.
If you are not connected then you have no IP number.
If you are not connected then you have no IP number.

Most ISPs issue dynamic IP Numbers so it will be different each time you log on.

Users with connection systems with more than one IP address (some DSL, Cable, etc) can get somewhat fooled by using winipcfg (or the program can even crash)
Here's a link (I don't know what is the site, btw) that gives you the IP address you are broadcasting when connected, i.e, the IP address that other players must know to hook on your system:
