How Do I Get People to Migrate From the American West to California, PA, Ohio, NY?

So, I'm getting a lot of mass migrations to Nebraska, Idaho, and random western states as the US.

How do I get my migration attraction up in PA and NY? If I build up arable land to decrease food prices in NY, then the migration attraction will get worse. I have greener grass in Massachussetts, Pennsylvania, New York and Ohio but they aren't migrating there.

What are good ways to get them to migrate into those states? It's nearly impossible to build up some of those western states as they only have arable land rather than mineral resources. Should I build up all the arable land in those states so that their migration attraction goes down?

Build the majority of your universities and bureaucracies in NY, stay of the farming in NY and focus on building an excess of factory's there , slap a immigration decree to it (you mentioned you already used greener grass, thats fine) , establish your company's in NY when possible, and push for constant labor shortage and wage competition in NY.

SOL and available jobs are some of the larger factors in immigration attraction, and this can be pushed to differ from state

The amount of free subsistence farm plots matter a fair bit too. In the end you only need to raise the attraction where you want it and lower the attraction where you dont want it, which akes more to building farms in Nebraska and Idaho to diminish their longer term attraction while avoiding doing the same in places like NY.
