After installing and extracting 2 mods into the mod folder I still don't have a drop down for mods. I launch through Steam could that be my problem? Do I need to put all the files into the mod folder individually?

I tried to do the same thing, found the mod extracted it to the mod map in euRome and it told me it didn't work and that it was 1057 errors... :mellow:

Well I'm sure a did several things wrong... how do I install mods? :sad:

In step 5, i hope you deleted only the files and not the folder that was in the map cache.

Usually it's really simple to install mods, you just need to extract the mod into the mod directory and voila.

Unfortunately i lack any experience with steam, someone else must aid you with that.

Steam or not, the game is the same. You need to extract the archive you downloaded into the /mod folder of your game. That is all. It's possible that by launching the game from Steam, the game just starts with default settings. But you can launch Rome without Steam using the launcher, and select your mod.
EU:R, EU3 and HoI3 all work without Steam and are the same game as if you bought it somewhere else. Victoria II is different I think.
