I would love to know how colonial dynamism is modified, so that normally unhistorical colonizers could be "bumped" up or down as necessary.

In the colonists.Csv or traders.Csv file. Edit it with wordpad. Replace a tag there, like PRU which doesn't really get colonists anyway with the tag u want and add numbers in the timespans for the amount of colonists u want. State Machine here has a post explaining this all in detail on this forum. Search for colonists or so.
 
There's a sticky thread in the FAQ forum, called "Settlers" or "Colonists" or something. Or search as BiB said.

I read 10 pages of search results on "colonists" amd I could not find how to edit colonial dynamism...
