I saw that other Magisters can name someone the Prince of Pentos, which puts them in charge of the feasts and festivals of the realms. However, I'm not seeing the option while I'm top magister of the republic. Is this part of an event or something?

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
You can only nominate someone when the title is vacant/held by the magister. So if you revoke it for example you can then nominate someone to it.
