Are you sure you have 20 leadership?
Sometimes it looks as if you have 20 leadership, but in reality you have 19.5 or above, since it rounds it up in those cases it seems.

Yes this is annoying especially when playing small peace loving countries. It would be nice if the leaderpoints shown could be rounded down so that you know when you actually do have 20 leaderpoints to waste. This also goes for manpower.
