ln my game I integrated a vassal. Upon integration my energy went to -1,000 per month. Studying my energy tab, I discovered that I now had 14 Star Bases that produced 300 energy, but cost me 800 energy. The Star Bases were actually nine star bases and four orbitals. The strange thing was that all of the star bases' structures were energy producers. They were costing more energy than they were producing. I downgraded all of them and my energy deficit for star bases went from 800 to 700. I then went to downgrade the orbitals and discovered I can not do that. I can go into the planet and remove the districts that allow me to remove the orbital's structures, but I can not downgrade the empty orbital, which is costing my 700 energy. What am I missing.
 
I think you might mean "orbital ring" here, rather than orbitals (which are habitat infrastructure, not really planetary infrastructure), correct?

I'm not aware of a way to delete orbital rings, though habitat orbitals can be destroyed / demolished.

When you are over starbase cap, each starbase costs extra energy, and that increases geometrically as you go even more over starbase cap. This is how you go from two empires which are each profitable into a single empire which is bleeding energy.

So check your starbase cap in the top bar and see if you're under it now after downgrading the ones you found. If you're not under it, then find more starbases to downgrade. If you are under it, then something else is the problem.

Orbital Rings do not count for starbase cap so they should not be relevant to this expense.

They're not costing you 700 Energy. Orbitals "only" use Alloys for Upkeep.

The thing that you're missing is that Starbase Upkeep includes outposts and mining/research stations, which all costs 1 Energy each at baseline, with the exception of Mining Stations constructed over Energy deposits which cost no Upkeep at all.
 
Let me see if I have this straight. On the right hand side, I have my outlier which lists my shipyards and star bases. In star bases my orbital rings are listed. In my case I only have two habituation and three orbital rings in my star base list. I have deleted all modules, but I can not downgrade them.

On the top row I have my star base capacity. Presumably this includes shipyards and star bases, but not orbital rings. In any event, I am under the cap.

Under energy credits I have my energy credits production and costs. I have stations (??) and star bases. What are stations and are star bases shipyards and star bases or just star bases? My production/cost ratio for stations is 2198/624 and for star bases it is 171/774.
