How do i send a child to my own university?

Till now i ignored Universitys in my playthrough. Now i wanted to try it and it seems i can send my child to all universitys in my empire, exept the one i hold personally in cairo.
What do i wrong? Ho do i send it to my University (keep beeing the ward of my child)?

You need to have a university in your territory.
