How do you Change file language?

Hi, I am the newest you can be to modding anything, and my first problem was trying to change the language to understand it ! Can someone give me basic info I need to get started? I need to know things like what programs and how to's. Thanks!!! Note this is for modding, the game is in my language, english, just I dont seem to be able to read the program files or watever theyre called

I got the Note Pad++ but it is still in another language... Tell me what I'm doing wrong plz!!! I can't get it to look like the ones on the EIC Modding page.

I'm not sure if I understand. What does the text actually look like? Which file you have tried to open? Are you using english version of windows?
