How do you create royal wedding for your children?

The interaction should be available when you you have selected her. If possible the "Arrange Royal Marriage" should be not grayed out.
However there are a list of preconditions for this.
Target should be of member of the Royal family and unmarried (as I understand this should not be an issue in your case). Target country should have a minimum relation option of 60. I assume since you are not having the best relations with your fellow Diadochi that should be your problem. So try to give gift and improve opinions if you can reach that 60 mark.
Also be aware that females in IR tend to get married ASAP when they turn 16. You can arrange the marriage however even when they are younger (from 12 years old). Once both turn 16 they will marry.

Thank you! Does both kingdoms need to have 60 opinions or just the one asking for the marriage?

Be careful though as the proposed marriage may be broken off until they get of age, I try to always check on the girl's 16th birthday if the proposal will go through.
Happens more often if the guy on you side is not a possible heir (at least in my games).
