How do you mod the civ level?

I can't seem to find the files I need to change the civ value. Of course it's for the Gallic tribes so I'm also curious where the files are for population. Victoria is the game I play most by far and can find whatever I need there but this game has me a little confused on where the files are. I'd appreciate if anyone can help outline where they are.

In the files in "Paradox Interactive/history/provinces".

Open the province/s you are interested in and you'll see what you are looking for I think.
