Aside from having an empire bonus that does so, how do we lower the % to how often the police raids our rackets in a precinct? Before the update, you closed down for a bit to lower suspicion. I wish they would have kept that and I believe that if they bring it back that would be something extra we keep an eye on and would help lower heat in our areas. But now there is no "close/open" option, now it's demolishing the racket which is not the option we always want but it is the only one now. Maybe I missed the idea behind this. If you decide to fight the BOI you either lose and get closed down or win and lose mad points with the cops and some factions some times, not to mention your crew losing 12+ morale because "your crew killed cops" .... which makes NO sense in this type of game but that is besides the point. If you surrender they close your site down for 90+ days and if that happened to be a brewery, it bites into everything but loan sharking. How do you actually lower this % once it's up there without demolishing your rackets etc.? Seems like it never goes down and once the raids start it just keep going up if you decide to defend/fight and stack BOI bodies in the process ... Kill #'s go up. Anyone know?

Keep throwing money at them until you're in high enough standing that you can pay them to turn a blind eye and / or protect you.

I should have mentioned that aside from having to do that as well (Bribe the police). I have had them at 500 faction rating for quite some time and bring it back up to 500 after they raid and I kill a few BOI officers. Not sure how tat exactly worked and what was triggering it but the precinct I am talking about had 0.0% police activity with 8.0% police raid chance ... there wasn't any missions there prior or anything of that sort, just normal game play (take over, set up, upgrade etc) I know about the breweries increasing the most police activity and such, In this precinct I had no brewery. The Racket that got raided the most was my large speakeasy maxed out upgrades which never got taken. what finally solved it, as you stated, was paying to turn a blind eye to Little Italy and after that expired it magically went down to 0.0% raid chance. Wish there was more guidance on how to better manage this like with suspicion before new version. Aside from deflect, to decrease the chances of raids and police activity I think a list of neighborhood's police captains or however the devs want to input this feature, there should be a list inside the diplomacy screen that allows you to select police captains or lieutenants from those neighborhoods to be put on your payroll to further increase deflection and maybe give you a security bonus by doing so that could turn around and increase your customer cap since its a safer/more discreet precinct/neighborhood.
