How does Stellaris pick when to fire an event and which event to fire? Not anomaly events, I get those, I mean country/colony/crisis events. Is there a file I'm not seeing or is it hard coded?
 
Check on_action folder. Events which are not fired by on_actions or other events are fired randomly, with frequency based upon their mtth (mean time to happen) and meeting the triggers.
