Do we know how long the actual development cycle was for Stellaris and HOI 4?

I can certainly speculate on their length, but I did not know if Paradox actually announced when design/development on those titles actually began.
 
I think in one of the Paradox podcasts they said something about that. Might be episode 1 or 2 of Season 2. Probably the one with Johan. The number I remember is 24-36 months for their recent releases but I might be remembering it wrong.
 
It's probably about 6 months to a year before they announce the game to the public. They seem to normally have a playable version of the game by the time they do the announcement. Although that version likely lacks many things that the released version does and has many issues that need get solved before release.

For hearts of iron, it was announced in January of 2014 and released on June 6, 2016, so that's about 2 and a half years. So total its development time was 3 to 3 and a half years.

As best I can tell Stellaris was announced in August 2015 then released in May 2016. So that likely means its a year and a half to two years to develop before release.
