How on earth do I fix frozen pipes?

Title says it all really.

Is there no way to fix them until the temperature increases?

I hire repairmen but as soon as they arrive they despawn and leave before I can use them.

Repairmen nor any other emergency service can help with pipes that have frozen over. To prevent pipes from freezing, you will have to insulate them, but that can only happen before a freeze. For now, you can only just wait until things warm up. Alternatively, you can change the Weather option to 'Legacy' or just disable it outright to prevent any of these events from happening.
