How Revolting!

Can i code into the game new potential revolters?, Do i have to wipe existing nations out in order to create new ones?, How do you make up new flags?. I want to create a scenario like IGC but with more nations!, any help or advice will be appreciated...

P.S. info on how to enlarge CoT's would be nice too! :0)
