I'd like if government types were more flavorful than just percentage changes. How would you like it? I've only put more than 100 hours in Eu4 and Ck2, so I dunno how it worked in Vic or Hoi. Let's say you spawn as the Human Constitutional Republic. What should that mean mechanically? Should there be things you should or should not do? Pop's electing their governors would be interesting. How would government systems "degrade"? If Pops have beliefs, do Characters? Would be fun to accidentally make a Julius Caesar or Augustus by accident, taking advantage of civil war. Imagine a fleet commander who is also a governor, maybe if he is instrumental in a war, your population could call for one man rule!
