Basically the question above. Without the need to constantly quit and reload as a different ruler, how can one allow the player character to change all coa of all other chars? How does one get rid of the requirement that the player has to be top liege of so and so random noble character? Why do I want to do this, you ask? Well, in a long playthrough, it gets annoying to see random ai chars get catapulted to the top and still sport hideous coats of arms (e.g. mismatched crosses with pink and orange coloring).

You can't mod that sadly.
About very hideous CoA, you might try some CoA mods to get something better ;)
