I have built brigades but can only attach them through new units on the left side of the screen. For some reason when I click on a specific unit that doesnt have a brigade the button at the bottom "attach brigade B+" is there but it doesnt function. It wont work for infantry with an engineer attachment. I would appreciate any help I can get. Thanks in advance.

You can only attach them if your units are on your country's actually territory (not occupied zones).
