As the title says, how do one become the de jure King of the Night's Watch?

Well, if you're the Lord Commander of the Night's Watch and you meet the following conditions:
- have the 'Black Brother' trait (it should be automatically assigned to you shortly, after you become the LC)
- are lustful, arbitrary or ambitious
- don't have a lover and aren't married (which shouldn't be possible anyway, with the Black Brother trait)
- are not chaste, celibate, honorable, eunuch, homossexual, weak, craven, crippled, infirm, maimed, incapable, blinded or blinded by age.
- are not suffering from any epidemic
- have a martial of at least 16, are strong or have one of the two top tier fighter traits (master fighter and skilled fighter)
- are not currently a prisioner
- there's not King Beyond-the-Wall
It should take about 12 years for an event to fire that starts an event chain, that according to you choices, lets you become the Night's King.
If you want to start the event chain right away just open the console and type 'event nightswatch.70' (without the quotes).
