Hi, I started to play with Japan, and I save enough money to build a naval factory, and I got naval tech 6, but I still can not build the naval factory. Can anyone help me?

I remember having read in another thread that there were stringent limitations on what some non-european countries cound do. In particular, I believe you just cannot improve Chinese or Japanese provinces with new buildings.

But can you build a colony or capture a province and then build one? Or is it hard coded that non-Euros can't build at all? Do they disappear if Nippon captures Nakhodka from me with it's naval factory prebuilt?
