OK, I've noticed that when playing with counters (rather than sprites) a lot of countries have the same colour (light blue).

I would like to change that. I know the country colours are in the country.csv file in the db directory, but where are the counter colours defined?
 
There's a bunch of files in GFX\palette named counter_tag.bmp. They seem to specify the colours for the counter. I don't know how it works, it would take some testing to figure it out.

OTOH, there are mods for counter colours. Phil K is doing one for CORE, and it's looking pretty darn good. Maybe you'll want to look it up, it's probably a lot easier than doing it yourself. It should be coming out with 0.62.
 
it has to do w/ palettes, i think.

Look at the hoi_counter template and you will see that they are all different colours. Each colour is assigned to an index number.

So red makes the outline, and let's say it's palette index is 1
Green makes the background color, and its palette index is 2.

So in the palette files for each country, the colour black is assigned to palette index 1 and blue is assigned to palette 2

Resulting in a counter that has a blue background and a black outline (your minor countries color scheme that you pointed out)

Does this make sense?

So in the palette file for XXX country, you could change palette 2 to be red, and in-game XXX country's counter would have a red background with a black outline.
