How to civilize in Ricky?

Hi!

I have tried to make Hawaii civilized and have now for two years fullfiled BOTH the VIP-rules AND the Vicky-rules. Is there special rules for Revolutions?

I am confused. I tried to find it but I don´t succeed. Anyone who knows?

IIRC, the Revolutions civ requirements are 25 military score, 75 industrial score and 100 prestige.

Good question.
According to the vicky wiki you need 100 prestige, 75 prestige and 25 military power.
Japan just surpassed that and is still uncivilized.

The civilizing event doesn't always fire immediately. You sometimes have to wait a few months for it to happen.

It's a struggle for even medium sized countries. I think it was set to 25 so that China doesn't civilize within the first 10 years of the game.
I think one solution would be to make the event fire at a lower value, and disallowing China from having the event at all.
